Phuket Zoning Map to Buy House in Thailand


Any investor looking to buy a house in Thailand needs to be familiar with the local Phuket zoning map and laws.

Zoning is an internationally accepted system for controlling development and refers to land being divided into different zones or sections, which are each reserved for different land uses. These zones or sections range from residential, commercial, industrial, agricultural, and forest land.

Each zone is usually color-coded and is subject to a different set of rules specifying what can and cannot be built on the land within each zone. 

When purchasing land, it is important to become familiar with the existing Phuket zoning map and laws, building regulations, and any special rules relevant to the area of interest. It is crucial to take appropriate legal advice and to keep abreast of any proposed rules that might impact land use in the future. This would also hold true if you plan to buy house in Thailand.


PHUKET ZONING MAP

The Phuket Zoning Map is also referred to by the Thai government as the One Map Solution. It's used for integrating data from government agencies and useful for policy formulation and management for Phuket's smart governance in accordance with the Thailand 4.0 policy.

The One Map Solution (Phuket Zoning Map) aims to increase the efficiency and effectiveness of public information management for public services in terms of laws, regulations, and regulations regarding Phuket land-use policies.

The first zoning laws in Phuket became effecting in 1979 under the Ministerial Regulation Building Control Act No.15 which spelled out 4 zoned mainly to control the building going on in Patong at that time. More detailed information can be found here.

Currently, the Phuket Zoning Map has expanded to over 30 zones. More information can be found here. Below are the most common with a short description of the zoning colors:


PHUKET BUILDING REGULATIONS


Sea (waterline measured at high tide)

  • Color =           

Building Zone No. 1

  • Color =           
  • 0 to 50 meters from the sea shore measured at High Tide
  • No Building / Construction within the first 20 meters from the coastal-line (normally the boundary on the land title deed)
  • Building Height AGL (Above Ground Level) = maximum 6 meters for residential purpose
  • Building Height = maximum 5 meters for industrial purpose
  • Building Area coverage = maximum 25% for residential
  • Building Area coverage = maximum 60% for industrial

Building Zone No. 2

  • Color =           
  • 0 to 150 meters from the boundary of Zone No. 1
  • Building Height = maximum 12 meters
  • Building Area coverage = maximum 70% for residential
  • Building Area coverage = maximum 90% for commercial

Building Zone No. 3

  • Color =           
  • 0 to 200 meters from the boundary of Zone No. 2
  • Building Height = maximum 16 meters
  • Building Area coverage = maximum 70% for residential
  • Building Area coverage = maximum 90% for commercial

Building Zone No. 7 

  • Color =           
  • 80+ meters above MSL
  • Building = Not permitted

While zoning and building regulations are adhered to by Land Department Offices when applying for building permits, they are not set in stone. In other words, there are occasions or circumstances where "special dispensations"  are granted to build a property that might not strictly follow the letter of the law.
